#zT is the only channel that has active helpers/opers who helps with takeovers
at this time.
There are other channels supposed to be operhelp channels, but opers rarely (close to
never) sit there.
Moreover, #CService is the only official channel who has CSC administrators. In other
words: Go with the official channels.
If you meant server administrators and not cservice administrators, those can be
mailed to the mail address you find when you type /admin when you're
connected.
