What happens in that case is pretty simple; users on the servers which don't
honour wildcards can join channels which would not be allowed on other
servers.  Since the BADCHAN check is only done for a local user join then
the other servers don't care.  We only noticed this behavour when users
started getting around one particular wildcard BADCHAN of ours (&*).
