Sounds interesting indeed.. It's one of those things that has many times
been thought of, but was never actually implemented. It would be nice to
see it in action eventually, no more whining ops from large channels,
smaller channels can have smaller banlists, and everyone's happy.
Perhaps we should gather some general statistics and gather numbers on
the average ban count, and how much extra bans per X users should be
granted?
