for example, add here :

I:*@192.168.*::*@192.168.*::10


then do a /rehash on the IRC server, or, if you cant /oper on IRC,
you can 'kill -HUP <pid of the ircd>' to accomplish a rehash.

Then you should be able to connect more than one client per IP on your "special" locak 
netblock
