Having a closed list accepting automaticaly emails from subscribed users but
needing an approval if not subscribed could be done i think...

Or, if this needs too much human intervention, an automatic response for
pples not subscribed to the list and sending an email, stating 2 choices:

1- subscribe (how-to) and resubmit
or
2- use the http://blah webform to submit the question/request/etc.

The form would have a signature email accepted by majordomo... and would
have also the benefit of making it clear for everybody if the mail need to
have a CC to the sender included or not :o)
