What change has been made exactly to make it temporary?
The way I designed it, such a desync was 'permanent'.
They were classified as harmless however, because a rightful
op must cooperate to create these desyncs.

I'd say that this not really a high priority bug because
when ops deliberately and voluntarily desync their channel,
then thats what they get.  However, it seems that the servers
do an attempt to fix it, and fail in that for the ban list.
