Having it as /msg x accept add #channel would be sufficient, if it isn't accepted within 48 hrs, your username is not added to that channel list. simple.

And your suggestion does have merit, don't get me wrong here, it they wish to implement such, /msg X refuse add , then good, but this requires at some stage a removal of that to allow it when you would want to be added.

trickey aka "see my userlist, i have 10 helpers, 15

That's a little extreme, dont you think?
I would suggest adding a per user flag to allow or
disallow adding that user to a channel userlist.
It would work like the invisible flag for instance.
Set it to no and someone trying to add the user would
recieve a notice that "person" doesnt allow to be
added to channels.
