[Trafodion-3143] SQLColumnPrivileges support
Nowadays, the metadata table in server is not correct.
I will do more test with this PR.
The problem is that the 'COLUMN_PRIVILEGES' table has no data increased
after I grant privileges on table to any user.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/Weixin-Xu/incubator-trafodion odbc3
