[TRAFODION-45] Change default port number for DCS Master and DCS WebUI
dcs master port changed from 37800 to 23400
dcs master webui changed from 40010 to 24400

dcscheck script has been added to $MY_SQROOT/sql/scripts folder. This
displays the port number that dcs master is listening on
