[TRAFODION-1828] License info for DCS binary distro
DCS build currently bundles 9 dependent jars. This gives license info on
those, as well as additional NOTICE file additions that jython pulls in from
Xerces.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/svarnau/incubator-trafodion lic1828
