To get this working in Dapper I needed a couple of more changes:
c) export LANGUAGE=es_ES
d) Change the encoding of the es_ES.po file from iso-8859-1
to UTF-8.
It seems that Hardy is a lot more forgiving of slight mismatches
in the settings than Dapper.
