Bear in mind too that under HIPAA's administrative simplification title, S cannot 
implement the ICD 10 as a HIPPA standard codeset without first going through the 
regulatory process and then allowing for the 2 year compliance period (3 years for 
small plans).  So there is at least one benefit to HIPAA.
