Ah ha - you are using IIS?  Anyway, I would google the string "svn:
Can't determine the user's config path".  There seem to be lots of
hits, and it all relates to IIS and security:

I don't use IIS, so I can't help you directly, but it seems to be a
common issue.  Let us know how you go.
