You can do lots of fun stuff to the CF Server via the Admin API. You will need the password, though. for some more info, check out Aaron Lynch's blog entry

I think that it is cache related because it only happens after I make a change to the cs.xml file. I'd get the server admin to do it but he is difficult to work with.
