Web Services can only access "web-accessible" CFCs - you have to add
web server virtual directories / aliases to reach outside the main
webroot. That was always true for Flex accessing CFCs until they
allowed the Flex adapter to respect CF mappings. Since mappings can
override webroot-relative paths, they had to make the default 'off'
for backward compatibility reasons (and, to some extent, for security
reasons since allowing mappings means you can reach *any* CFC on the
server that has remote methods - not just those under the webroot...
which impacts sites that have multiple virtual hosts served by a
single instance of CF).
