boy that's quite a stretch. the criminal activity isn't inhaling/injecting
cocaine. the criminal activity is either selling, purchasing or possessing
it. this sounds more like an activist's manifesto rather than a study's
report.
that is why many small time dealers eat the 'evidence' before giving
themselves up to the local authorities. and without the 'evidence' the cops
have to let them go free. if addiction was a criminal activity, these dudes
will go straight to jail under mandatory sentencing. buy they don't, do
they?
let's hope the research and lab work used as base for this article didn't
have the same type of stretchs of data to arrive at it's conclusions, but
one does wonder....
