Will Panama become a hot spot requiring US intervention?

Milosevic's defeat in Kosovo would be a serious blow to a number of
dictators around the world.  However, such a defeat would have special
meaning for the survival of Castro's Cuban government.  Especially if, as
seems likely, the next US administration is Republican. 

Castro's Cuban government is seemingly quite aware of this and is using
large proportion of its propaganda machine's resources to defend
Milosevic.   While there is no way that the Cuban government can bring
pressure to bear in Europe, this is not true of Latin America.  

One important pressure point in Latin America is the Colombian/Panama
border.  Colombia has always held a claim on Panama, since Panama seceded
from Colombia at the turn of the last century.  Many elements in the
expanding and seemingly winning Colombian guerrilla movements view the
Cuban government's needs as very close to their own.  Thus given the
withdrawal of US military presence in Panama, it is very possible that
these guerrilla movements will push into the southern part of the Isthmus,
south of the Canal and attempt to draw US forces into jungle warfare. 
Already military activity in the area is driving Colombian civilians into
Panama
