+AD4APg- strikes. NATO has destroyed China's embassy in Belgrade, dropped cluster
+AD4APg- bombs on a Serb market, shredded relations with Russia, blasted the
+AD4APg- Yugoslav
+AD4APg- economy into rubble, triggered escalating violence against Kosovars, and
+AD4APg- destabilized all of Southeast Europe.
+AD4APg-
+AD4APg- Yet allied attacks continue. Not just continue, but intensify.
+AD4APg-
+AD4APg- Bill Clinton's war has proved to be one of America's greatest foreign
+AD4APg- policy
+AD4APg- debacles. What does the President do? Hire Leslie Dash, vice chairman of
+AD4APg- Edelman Public Relations Worldwide, to advise the administration on
+AD4APg- Kosovo.
+AD4APg- President Clinton should end the war instead.
+AD4APg-
+AD4APg- The President launched an unprovoked war of aggression against a small,
+AD4APg- distant state. He cynically wrapped his campaign in humanitarianism while
+AD4APg- ignoring worse slaughters elsewhere. He arrogantly assumed that foreign
+AD4APg- leaders would genuflect before him. He attacked their nation when they
+AD4APg- didn't.
+AD4APg-
+AD4APg- How does Bill Clinton justify his war? In a recent speech at National
+AD4APg- Defense University President Clinton likened events in Kosovo to those in
+AD4APg- Nazi Germany: a +ACI-vicious, premeditated, systematic oppression fueled by
+AD4APg- religious and ethnic hatred.+ACI-
+AD4APg-
+AD4APg- This is pure cant. The administration has nothing against +ACI-vicious,
+AD4APg- premeditated, systematic oppression+ACI- if committed by allies, like Croatia
+AD4APg- and Turkey. Or if perpetrated against black Africans.
+AD4APg-
+AD4APg- Moreover, as ugly as was the Kosovo conflict, it was no Nazi Holocaust,
+AD4APg- but
+AD4APg- a minor civil war, with casualties a fraction of those occurring in such
+AD4APg- places as Kashmir and Sri Lanka. Where real genocide results, like
Rwanda,
+AD4APg- President Clinton studiously averts his gaze.
+AD4APg-
+AD4APg- Once it became clear that the administration intended to effectively
strip
+AD4APg- Yugoslavia of Kosovo, however, Belgrade unsurprisingly lashed out.
Indeed,
+AD4APg- allied bombing turned all Kosovars--whose leaders publicly lobbied for
+AD4APg- NATO
+AD4APg- intervention-- into enemies of the Serbs.
+AD4APg-
+AD4APg- Yugoslavia wasn't gentle before being bombed. It certainly wasn't going
to
+AD4APg- be gentle afterwards. The number of refugees in Albania and Macedonia
+AD4APg- jumped
+AD4APg- from 45,000 to 640,000.
+AD4APg-
+AD4APg- At the same time, the allied war quickly turned into a war on Serb
+AD4APg- civilians, with strikes on everything from bridges to electrical plants
to
+AD4APg- television stations. The only way NATO can continually intensify the
+AD4APg- bombing
+AD4APg- is to widen its target list. And that means more dead civilians.
+AD4APg-
+AD4APg- Accidents may be unavoidable, but they are least justifiable in a
+AD4APg- supposedly
+AD4APg- humanitarian war. How many Yugoslavs deserve to die to enable Kosovar
+AD4APg- refugees to go home? Ethnic cleansing is ugly+ADs- premeditated murder is
+AD4APg- worse.
+AD4APg-
+AD4APg- Of course, Bill Clinton argued in his speech that reducing Yugoslavia to
+AD4APg- ruins +ACI-is the right thing for our security interests over the long 
+run.+ACI-
+AD4APg- But
+AD4APg- he can't really believe that.
+AD4APg-
+AD4APg- The conflict in Kosovo, though messy, was contained until NATO began
+AD4APg- bombing. The Serbs were attempting to hold onto what they had, not
expand.
+AD4APg- Yugoslavia's earlier civil war did not explode Europe because none of the
+AD4APg- major powers intervened.
+AD4APg-
+AD4APg- But the administration's maladroit attempt to impose a solution unwanted
+AD4APg- by
+AD4APg- either side sparked Belgrade's crackdown, followed by mass refugee flows
+AD4APg- that destabilized Serbia's fragile neighbors. The war has immeasurably
+AD4APg- strengthened the Kosovo Liberation Army, which has expansionistic
+AD4APg- dreams--to
+AD4APg- unite Albanians throughout the region--vis-a-vis Kosovo's more moderate
+AD4APg- political leadership.
+AD4APg-
+AD4APg- The NATO countries are fast dividing as they confront Russia, itself
+AD4APg- sliding
+AD4APg- towards political chaos. Bill Clinton has spilled gasoline across Europe.
+AD4APg-
+AD4APg- Continued bombing guarantees only continued killing, instability, and
+AD4APg- failure. Kosovars will suffer and Serbs will die for nothing.
+AD4APg-
+AD4APg- Inaugurating a ground war, and following it with a long-term occupation
+AD4APg- (Republican presidential candidate Lamar Alexander speaks of
+AD4APg- +ACI-three-to-five
+AD4APg- decades of patrol+ACI-) would be far worse. If the Europeans want to turn
+AD4APg- Kosovo
+AD4APg- into a protectorate and occupy Belgrade, let them. They have a million
men
+AD4APg- under arms.
+AD4APg-
+AD4APg- The U.S. should stop bombing. Today.
+AD4APg-
+AD4APg- Forget about concerns over credibility. Credibility, like patriotism, is
+AD4APg- the
+AD4APg- last refugee of the scoundrel. NATO's credibility is already in tatters.
+AD4APg- Maintaining, nay, intensifying a manifestly failed policy will rend what
+AD4APg- little is left.
+AD4APg-
+AD4APg- Instead, Washington should propose negotiations where regional proposals,
+AD4APg- rather than U.S. dictates, are presented. Discussions need to be led by a
+AD4APg- country that hasn't warred against Serbia+ADs- Russia must participate.
+AD4APg-
+AD4APg- The goals are basic: return of refugees, protection of Kosovars, presence
+AD4APg- of
+AD4APg- Western monitors, end of the guerrilla war, and political autonomy for
+AD4APg- Kosovo.
+AD4APg-
+AD4APg- None of these will be easy to obtain. Thanks to NATO the already deep
+AD4APg- hatreds in Kosovo have been intensified beyond imagination.
+AD4APg-
+AD4APg- But there is no alternative. It should be tragically obvious by now that
+AD4APg- Washington cannot impose peace.
+AD4APg-
+AD4APg- The President does have a PR problem with his war. But the problem is the
+AD4APg- war. The solution is not to hire another media flack. It is to end the
+AD4APg- war.
