(English text at the end of the message) =============================================== Acción de Solidaridad con Madres y Familiares de Detenidos-Desaparecidos (Fedefam-Uruguay) =============================================== Estimad@s Amig@s: El Centro de Investigación y Promoción Franciscano y Ecológico (CIPFE - Centro Franciscano del Uruguay) está impulsando una campaña internacional de solidaridad para con Madres y Familiares. La misma consiste en la recolección de expresiones de apoyo para con el planteamiento efectuado por la organización en una carta abierta al Presidente de la República Oriental del Uruguay Dr. Jorge Batlle, donde se establecen los criterios y condiciones que deberían ser tenidos en cuenta en una posible solución al tema de los ciudadanos detenidos - desaparecidos en la última dictadura militar. Los puntos planteados son los siguientes: 1. El Estado uruguayo, como tal, debe asumir la responsabilidad de la desaparición de uruguayos durante la pasada dictadura. Ello significa un pronunciamiento oficial y público de parte de las autoridades estatales. 2. La verdad que se debe procurar necesita dar respuesta concreta a cuatro preguntas básicas con relación a cada uno de los detenidos desaparecidos: ¿cuándo?, ¿dónde?, ¿cómo?, ¿por qué?. 3. Esa respuesta debe darse con respecto a todos los uruguayos detenidos desaparecidos, independientemente del lugar donde se hubiera producido la detención desaparición. 4. Asimismo, esa verdad debe comprender la particular situación de los niños detenidos desaparecidos. 5. La verdad debe ser el resultado de una investigación seria, llevada adelante por una persona o grupo de personas que den garantías suficientes de independencia, imparcialidad e idoneidad. 6. La tarea de esclarecimiento debe realizarse sobre bases que cuenten con el acuerdo de Familiares. Nuestra institución integra la Coordinadora de Apoyo a Madres y Familiares y ha trabajado en diversos temas referentes a los derechos humanos desde sus orígenes. En el día de hoy, nuestra institución, con el apoyo de la Coordinadora y dada las señales de apertura por parte de las nuevas autoridades nacionales, creemos necesario que la sociedad en su conjunto renueve su compromiso con el esclarecimiento de la suerte corrida por todos los ciudadanos detenidos - desaparecidos, en el Uruguay y en el resto de nuestra América. We are collecting signatures in support of the open letter that the organization sent to the President of the Republic of Uruguay Dr. Jorge Batlle, with the conditions that need to be considered in any possible solution to the situation of the the many citizens "disappeared" during the last military dictatorship. The raised points are the following ones: 1. The Uruguayan State must assume the responsibility of the disappearance of Uruguayans during the last dictatorship. It means an official and public declaration from the national authorities. 2. The seek of truth through concrete answers to four basic questions in relation to each one of the "Disappeared": when, where, how, why. 3. That answer must include all the Uruguayans, independently of the country where the detention and disappeance had taken place. 4. Also, that truth must include/understand the particular situation of the "disappeared" children . 5. The truth must be the result of a serious investigation, taken ahead by a person or a group of people that guarantee independence, impartiality and suitability. 6. This task must be made on the basis of the agreement of the relatives of the "Disappeared". Our institution is part the Coalition in Support of the Mothers and Relatives and has worked from its creation in diverse subjects referring to human rights. Today, with the support of the Coalition and taking into account the favorable attitude of the new national authorities towards this issue, we believe it is necessary that we all renew our commitment with the elucidation of the "Disappeared's" fate in Uruguay and in the rest of America.
