FYI: I just added LAST to utils_rrdcreate.c on line 47, recompiled and I
get LAST RRA data.
I am not sure of the integrity, but it seems to work as expected.

Patching server only would be sufficient, the client's don't even need
rrdtool/rrdcached plugins.

You are correct in the assumption that neither rrdtool nor rrdcached
plugins
create LAST RRAs for you. There has been some discussion to improve these
plugins' configurability, and you're most welcome to +1 this. As a
workaround, you can either create the rrds on your own, or use some contrib
scripts in rrdtool dist to add the RRAs tou your existing files.
however, the best would probably be to patch collectd (it's an easy fix).
