What's Amiga Vector?

The file format is more or less open. At least there are some other
editors than Flash itself for creating Flash movies. Flash was
developed by some small company and Macromedia bought it a bit later.

Authoring software are available mainly for Windows and Mac. The most
used editor is Macromedia Flash. Adobe's rival is GoLive. Both are
available only for Mac and Windoze.
Check out OpenSWF @ http://www.openswf.org . They list other Flash
editors and there are lots of information about Flash.
