I'm not 100% sure,
but I think the idea is,
cyberpunk is a genre of sci-fi,
but cypherpunk is a sort of digital anarchy movement to make sure 
everyone has all the encryption and all the anonymity they want, 
so they can discuss terrorism, bomb-making, pedophilia, and obscure 
russian movies.

last year even, a lot of web sites that had login dialogs, 
you could log in with username/password cypherpunks/cypherpunks.  
IIRC it even worked at the NY Times for a while.  but I haven't 
had this combination work for a few months now  :-(
