For Netscape Mail users, this is how you want to do:
To disable notices of *incoming* requests for return receipts: Go to
Edit -> Preferences -> Mail & Newsgroups -> Return receipts -> From
"When I receive a message and the sender requested a receipt (MDN)"
either select "Never return a receipt" or select "Return receipts for
some messages", click "Customize" and select "Automatically" from all
three dropdown boxes that appear.
To disable *outgoing* requests for return receipts: When composing the
message, click Options -> deselect "Return Receipt" checkbox.
