Wherever you read "government" substitute "my collective"
 or "my affinity group" or "my peer group" or whatever.

(MacLeod is this excelent sci-fi author, Japi recommended him
 to me.  In this one book all of the Brish Isles are "ruled" 
 by various collectives, and everyone is very politically 
 aware and makes very conscious choices about which group 
 to join, it's all well thought-out and very cool.)
