Well, it's feasible.  If you could find small enough tubes, 
could maybe use an EL backlight inverter to run the neons.  It 
would use the battery up fast!
  But, thinking about it, I have a '70s Commodore watch, a huge 
chunky gold coloured thing, where you *press a button* and the 
*red LED display* shows the *slightly wrong time* for a few 
seconds.  It amuses me anyway.
