Subject: [PATCH] Move rust-analyzer to DUP_TOOLS

The rust-analyzer documentation includes the step `cargo install`
into `~/.cargo/bin` when building from source. Since this has a chance
of accidentally overriding the user's copy, move this to DUP_TOOLS.
