+- update to 3.0:
+  * Port code to setuptools. It will not work with distutils any
+    more.
+  * Format code with black and imports with isort.
+  * Address pycodestyle and pylint complaints.
+  * Use python3 in shebangs.
+  * Fix TypeError when calling pylint command.
+  * Drop obsolete python3-distutils dependency.
