Follow-up Comment #1, bug #13328 (project classpath):
While libraries are great, and there certainly are a lot of good ones for
Java, I believe the idea of the "External Packages" section is to link to
external packages implementing parts of the J2SE runtime Classpath does not.
(Although several of these have been merged in now.)
