* btree.c (DEBUGGING): Don't define. Use !NDEBUG instead.
(BTREE_(check_tree_internal) [NDEBUG]): Define.
* btree.h (BTREE_check_tree_internal_): Define. Update users to
use it instead of BTREE_(check_tree_internal).
