sutils/MAKEDEV.sh: use numeric owner for root if /etc/passwd does not exist
MAKEDEV also gets called during system installation without a populated
/etc/passwd, for example by the debian installer or mmdebstrap. To avoid
dozens of these messages:
chown: invalid user: 'root'
Use numeric ownership if /etc/passwd does not exist and if the username is
'root'.
