 Update to 4.2.3:
 * Four more compiler drivers are recognized: Intel icx-cl (the
   MSVC-compatible oneAPI driver), Arm Compiler for Linux armflang
   and Embarcadero C++Builder bcc64x, bcc64 and bcc32x.
 * Diagnostics now use the 'bear: error:' format throughout instead
   of Rust's default 'Error:' text with internal names such as
   'Failed to create consumer', and an error about a file names the
   file once, followed by the action and the cause. Command-line
   usage errors still print the usage text, so scripts matching the
   old wording have to be updated.
 * Output files are written all or nothing: a build command that
   cannot start no longer leaves an empty compile_commands.tmp
   behind (upstream issue #718), the events file follows the same
   rule, and a failed replay no longer replaces a good database.
 * The temporary output file now has a random, hidden name next to
   the output, so it cannot clash with an output named '*.tmp' or
   with another run, and an existing output that is not a regular
   file (such as /dev/null) is written in place instead of replaced.
 * Vendored dependencies refreshed, including cc 1.8 and
   serde-saphyr 1.3, the latter pulling in encoding_rs.
