Notes on the tutorial/tests change:
As we are changing user-facing tutorials, we should stick to what is the
most readable to new-comers. My proposal is:
Replacing:
```python
target = "cuda"
target_host = "llvm"
```
with
```python
target = tvm.target.Target("cuda", host="llvm")
```
This way, we are not deprecating the old ways of using target and
target_host, but encouraging the new ways of combining them from the very
beginning
