This PR is part of the stage M3c of the meta schedule project (#8473). The architecture is re-designed by Junru and Xiyou. In this PR we implemented multiple measure callbacks which make sure the autotuning results are processed properly (store in database, log to screen & update in cost model) and the tuning environment is cleaned. The PR also supports customization of measure callbacks on the python side. Unittests are also introduced in this PR. Thanks to all co-authors for contributing!
