    Increased thrift server thread minimum property values (#5468)
    
    Increased thrift server thread minimum property values for
    CompactionCoordinator and ScanServer to 20 to match the minimums
    for other server processes. Increased minimum to 4 for the Compactor
    process.
    
    Closes #5459
