Dynamic links should be more flexible

Dynamic links are dangerous now. For example the following scenario:
1) There is a target A and B. Both targets have the same set of bundles
2) A new version of a bundle is uploaded that should only be installed to
target A
It's difficult to control which targets are and aren't updated with new
versions. This is a problem if there are multiple production targets.
For example it would be good if dynamic links only work after explicitly
invoking this on a specific target.
