Provisioning artifacts without resource processor doesn't give any feedback

When provisioning configuration files that do not have an associated resource
processor cause the deployment to fail without any trace.
Use case:
1. create a feature, distribution & registered target and associate them;
2. add a metatype configuration file to the artifacts;
3. associate configuration file to feature;
4. observe that the target is not marked as changed, however, the
retrieve/store/revert buttons are enabled.
Expected behavior:
* a warning that the deployment cannot be performed due to missing resource
processor. Some feedback should be given to the user about the missing RP
(perhaps at upload?)
