Internally, ACE builds on UserAdmin to provide users, roles and permissions.
The only way to currently configure them is to either provide initial
configuration at startup or to write a bundle that directly interacts with
UserAdmin. It would be a lot more convenient if we could instead create a UI
that allows anybody that is logged in with the "Administrator" role to manage
users (and for everybody else to at least allow you to change your password).
It would be nice to provide a "plugin" for the UI that allows this (and
document this in the user documentation).
