Right now, when you upload a new version of a resource processor, it will only
be deployed to a target if you also at least upload one (new) artifact of that
type. We would like to add the option to send an update to a resource processor
to a target even if nothing else changed.
We need to analyze what the best way is to do this and then implement this.
Note that a resource processor might want to "reprocess" all artifacts it had
already installed in such cases, but that is beyond the scope of this
mechanism: it is the responsibility of the resource processor.
