If a DP could be downloaded compeletely but not installed (crash/restart of
containe etc.), it could not be continued with installing the DP.
One reason: there is no check on startup if there already is a complete DB
After asking the server for the new DP version and trying to complete the
download (of the DP which is already stored locally and complete), the server
returns a http error 416.
http range header could not be set to the total length of the stream.
