Summary: Remove the "old" managementagent from the codebase.

The "old" managementagent, which has recently been replaced by
org.apache.ace.agent, should be removed from the codebase. That means we need
to remove org.apache.ace.managementagent as well as various pieces of code from
other projects that were specific to the agent.
