J.W. Janssen resolved ACE-451.

Resolution: Fixed
Committed a slightly different version of the patch provided by [~Japio007],
which essentially is a catch-all to ensure that we *always* report failures in
the {{StreamingUpdateInstaller}}. Also adapted the {{DownloadUpdateInstaller}}
to include the same solution.
Added an integration test that reproduces the problem by creating an invalid
deployment package.
