In ACE-490 support is added for setting a lowest event ID for the server
LogStore. In some cases it makes sense to propagate such a setting across the
network (when synchronizing logs). This issue is about adding support to the
servlet and sync task for doing this (in different modes: none, push, pull,
pushpull).
