Summary: Have some way to be able to recover from lost target
state on the server

After a data corruption / loss on the server you are "forced" to clear a target
as well as in such a case the current target deployment version is (likely to
be) higher than the next available version.
If this happens I think it makes sense to require some user intervention to get
updates going again but we do need some way to bump deployment version on the
server to installed + 1
(and an error marker in the target list would be nice)
