Another way to look at what's going on is to apply the APLO-315.pl.patch2 patch 
I'm attaching.

In this version, at the end of the producer run we keep trying to drain the 
pending receipts and report progress.  Seems like only one receipt is drained 
every time check_receipts is called.  Perhaps it was assumed more would be 
drained per call.
