As an Airflow administrator, I would like to be able to add or remove existing
users to or from a role using the {{airflow}} CLI.
[These
docs|https://github.com/apache/airflow/blob/master/docs/howto/add-new-role.rst]
suggest that the CLI supports this, but currently it only supports setting the
roles for a new user.
