The default value in default_airflow.cfg is
`{color:#6a737d}#{color}{color:#6a737d} worker_autoscale = 12,16{color}`.
It's somehow misleading and user may just change it in-place in a
"minimum,maximum" style while Celery only supports formats like
"{color:#333333}--{color}autoscale{color:#333333}={color}{color:#0000dd}10{color},{color:#0000dd}3{color}".
i.e. it should be "{color:#3e4349}max_concurrency,
min_concurrency{color}".{color:#0000dd}
