It's dependent on the Dingtalk's single API endpoint (https://oapi.dingtalk.com). The scope of this PR itself is similar to Slack-related hooks/operators. However, they were implemented on top of `slackclient` (https://github.com/apache/airflow/blob/master/airflow/hooks/slack_hook.py)
