### Description
- [x] Here are some details about my PR, including screenshots of any UI
changes:
Adds sqlalchemy relationships between the `DagModel` and
`TaskInstance`/`DagRun` classes in preparation for PR #4871. These
relationships allow direct querying of these relationships without having to
manually query these Models first and then filter on required dag_id.
