To answer my own question: yes, this costs money as the ASF pays for more 
executors.

There is still much work to do on this - it should be possible to get test time 
down more (looking for duplicate tests, taking a look at what processes have 
sleeps in (such as backfill etc), better use of mocking etc.) Not a small 
amount of work, but there is still more that could be done.
