**Description**
We need to have the endpoint in Airflow V1 to retrieve details of existing
DAG, e.g. `GET /dags/{dag_id}/details `
**Use case / motivation**
The same endpoint is already implemented in Airflow V2(see #8138), but we
are using Airflow with Cloud Composer which does not support Airflow V2(see
[composer-versions](https://cloud.google.com/composer/docs/concepts/versioning/composer-versions))
